Can anybody tell me how to test the cooling fans without access to a scan tool?

With a cold engine, sitting in your driveway start the car with AC off, watch coolant temp on DIC, wait for fans to kick on/off. Even in FL you may have to gas it a bit to get to the second fan's setpoint.

I believe the stock settings are:
fan 1 on @ 209, off @ 200
fan 2 on @ 219, off @ 210

How about if the radiator has been removed?

If you just want to see if they turn on try connecting 12v to the wires.

OK, thanks. I am trying to track down a short. The right fan is blowing the fuse.

Unplug both fans as close to motor as possible, use ohm meter on left leads (known good one), then compare with right side. If right is significantly lower ohms, then probably bad motor, but look for melted wires between plug and motor first.

Thanks, that's a good idea. It's probably going to be the wiring, though, since I was off the track and the wiring bundle got pushed back up against the sway bar.

I pulled mini-relay #85 (fan #1) and inserted a wire to connect the grounds together (terminals 87 and 30) then connected terminal 86 and 85 with another section of wire. Both cooling fans came on when the ignition was turned on.

I found a small area on the insulation of the positive wire to the #2 fan that was worn from contact with the sway bar, so I'm hoping that a little electrical tape and have everything in its proper place and a new 30 A fuse and it'll be good to go.

Cover that electrical tape with a zip-tie or something else that won't come loose after being exposed to the elements for a few months.
